Cloud computing in China meets puzzle with Chinese characteristics

When cloud is fast adopted around the world, I can not see ideal process in China. Many new cloud servcie is initicated in American and Europe, it changed enterprises' IT stratege and IT industry game rule.
China company can not benifit from this revlution now, especially the IaaS service, why?China have exceptive situation：
1 The internetwork between different monopolistic network carrier is poor.
2 The bandwidth price have great difference at different cities
3 The workforce is relatively low-cost
4 The government or gov-owned companies dont have strict financial budget control
5 The internet initiative/action/content is governed strictly, especially latest years. Personal need apply some permissions to open a website, the process usually need more than ten days.
6 Informatin's fast spread is not encouraged and be controled in China.
7 New service is always somehow on the sneak, because it always hit the monopolist's behalf, the monopolist have tight relation with the inspector and government.

How to use the cloud revolution and model, is a difficult question for many orgs in China. Many orgs see opportulity in cloud, but dont know how to implement it and push the market. The government should give more help to IT industry and startups.
